Kingston accepts bid from Twin Creeks

Kingston held their monthly board of aldermen meeting on Thursday, Feb. 5. Board members present were Brad Campbell, Karl Kresse and Jerry Prothero along with Mayor Chester Stone, Clerk Debbie Fleming and Water/Sewer Superintendent, David Bethel. Alderman Ron Fleming was absent.

Bids were opened for the purchase of city property behind Twin Creeks. Only one bid was received and that bid was from Chris Burnett of Twin Creeks in the amount of $2,000, which was accepted by the board. The board made a motion to put the money received from the property towards the bond/savings account to be used on the future office building.

David Bethel gave his report on sewer and water. He suggested to the board that since Well #2 had never been cleaned since it was drilled in 1963, it needed to be done. Since the cleaning can not happen until the summer months, he suggested that they start putting money in savings now to pay for it, as the cost is estimated to be around $2-3,000.

He informed the board that the AC/heater unit in the lab at the water plant is not working properly and the temperature has been fluctuating to extremes.

Bethel said he sent a three page letter back to the Attorney General in regard to Dennis Yoakum’s complaint last month and he has not yet heard back from them.

Bethel said finally after six years the city was going to get a permit issued to them on the sewer plant and it should go out on public notice sometime this month. Currently they are using the lagoon permit.

He said he was going to get a monitor from Mike Edwards of Ameren UE to see how much the UV unit runs and how much it is costing the city in electricity. The UV unit is used to treat the city’s water and runs 24/7. He said that there was a bill currently being passed in the house, HB1713, which will approve an alternative way to disinfect water that could be a lot cheaper than using the UV method.

Bethel said he was considering moving the waste water lab over to one of the offices at MoDOT, so that it would not be in the water plant.

The window motor and switch on the driver’s side of the truck went out.

The city should be getting the FEMA money soon, and the city discussed purchasing or renting equipment to do the work on the streets when the money comes in.

Bethel produced paperwork on the truck and fire house. Both loans will be paid off Jan. 11, 2020. The loan was taken out in 2006.

With no more business to discuss the board made a motion to go into closed session.
